These measurements were taken in game using unenhanced brawl. ToHit[?] chances listed using 95% confidence interval.

Appears to drop by about 9% per level up to +6 after which ToHit[?] drops significantly.

It's interesting to note that 0.75*CM equals tohit chances as posted by Geko, while CM-0.25 is very close to measured tohit chances.
